CONSTRUCTION MANAGEMENT - ORGANIZING PROJECT MANAGEMENT
It is crystal clear that any enterprise cannot operate on its own. Even an automobile machine can neither install nor operate on itself. Therefore, it (an enterprise) has to be manned by the people who form the backbone of the enterprise, and it is their candid performance on which the success of the whole enterprise depends. Their knowledge and skills are to be scrutinized and analysed so as to fit the right person in the right place. They are to be led and directed, they are to be motivated, their activities are to be coordinated. So the whole process of these integrated efforts is nothing but management.
Organization function primarily deals with identifying and grouping the work to be performed, defining and delegating responsibility and authority and establishing relationship for the purpose of enabling people to work more efficiently together in accomplishing objectives. It involves a certain pattern of relationship of authority and responsibility among the members of the group, so that the work is performed with speed, accuracy and economy to achieve the organizational objectives. The process of organization involves the various steps like determining the objective, division of activities, fitting individuals into jobs and developing of relationship. Organization may be described as the backbone of management. Without efficient organization, no management can perform its function satisfactorily. Sound organization can contribute considerably to the success of an enterprise.
Construction management in itself in an immense arena. Project management in construction holds a significant berth. The factors that are considered while planning a project are so many in numbers that a separate management of the project management program is required. In this paper an attempt has been made to present a holistic approach towards organizing a construction project management, concluding with a pertinent understanding of the perceptions of the owners and contractors.
